Actually, yes.
The website itself contains some info on how they made the movie. The (German) article I read also stated that production costs were about 2000 Euro (mostly for rented equipment like cameras) plus a 3000 Euro bill from their ISP due to the huge amount of downloads (over 9 million viewers estimated). Even the Wachowski brothers are supposed to have seen that film.
