Boxkit is limiting the number of hotfixes by using a letter of the username to determine whether the download should be done.

For example, set the string to "ABC", and only activate the hotfix for users whose login starts with the letters "A", "B" or "C". The next day, set the string to "ABCDEF" - now the users whose name starts "D","E" or "F" will get the hotfix, as will any of the "A","B","C" user who didn't log in the previous day.

Continue adding letters each day until you have A-Z.

A better solution may be to increment a counter in an ini file when you start the hotfix. Key the counter on the gateway of the machine. When the counter reaches a limit, no more machines on that subnet will do the hotfix. When the hotfix completes, decrement the counter. This way you can limit the number of hotfixes per site, and you can set the limit on a site-by-site basis.

Fundamantally though, you should be placing a copy locally to each site and doing the update from a local copy.
